The Declaration The Preamble of JARO

THE PREAMBLE OF ARAKAN ROHINGYA ORGANIZATION - JAPAN (JARO)

PREAMBLE

The Rohingya nationals are a people living their mother land in peaceful co-existence with other ethnic nationalities sharing all good and bad.

The government of the Union of Burma recognized the dominant area of Rohingyas as Mayu Division which is belonged to the indigenous Rohingyas and their native land.

In 1962 the Rohingya language was officially recognized and included in the broadcast of ethnic nationalities program of Burma broadcasting Service (BBS) formally by the Government.

During the Parliament democracy period of U Nu a Rohingya national Mr. Sultan Mohammed was appointed as Health Minister of the Union of Burma . The Rohingya were living in Burma in peace and honor enjoying all fundamental rights of the union during that period.

However, in 1962 March-2 the people representative democratic government was removed by military junta by a coup d' eta led by General Ne Win. Since then the peace loving Rohingya people lost every things political , social and economic right including their indigenous status and nationality rights and became the worst victims of oppression of military junta depriving of even human right.

Due to continuous military operation, inhuman torture and genocidal actions of brutal Burmese forces and military junta many Rohingyas were compelled to leave their ancestral homeland to escape persecution taking refuge in many countries which still going on un-abated.

Among those ill-fated Rohingyas who took shelter in many other countries , there are some Rohingyas who came to Japan who are now passing through a critical time amid a lot of troubles and odds. Still some Rohingyas are coming and they can not find any help as is required by the new comers and they are facing numerous difficulties to adjust in a new environment and new country. The existing other groups are reluctant to provide help them on many grounds making the situation more complicated for helpless Rohingyas.

In view of the prevailing situation of helplessness and difficulties over here and as well as the worsening condition of Rohingyas in the mother land ,we the Rohingyas living in Japan has resolved unanimously to form an organization the following objectives based on social and political changes in the lives of Rohingyas through non-violence peaceful means on democratic ideals.

We have also decided to support the establishment of democracy in Burma and work together for establishment and restoration of the fundamental rights of all other ethnic minorities of Burma who are the victims of military junta. We fully support the democratic struggle of Daw Aung San Suu Kyi and her party National League for Democracy ( NLD) including all other election winner parties of Burma and the peaceful struggle of all nationalities for their right of self determination, election .

We also unanimously resolved to oppose the armed-struggle of Rohingyas and non-cooperation to anyone who indulge in violence in Burma as we believe only in peaceful means of transition to democracy from military rule.

We also strongly condemn racism, chauvinism, religion extremism, fundamentalism and terrorism in its all forms.
